Postfix: per-domain message size limit

I'm not sure if this is really needed today, but I have not checked if recent postfix versions now come with this functionality built-in. I wrote this postfix policyd daemon a couple of years ago, in 2009 I think.

pfpd.msgsize is a straight forward postfix policy daemon, single-threaded, message size limits are read from a file.
